はんだボールがICに付着しPin間でショート状態を起こしていたことが原因。
擬似接触状態であったため、桐生で検査した際に回転していたが、エージングをした後に停止状態に至った。
（はんだボールを押し込むとファンは回転しなく、取り除くと回転を開始することは確認済）
